BILOXI (GG) — The Harrison County Board of Supervisors approved three important projects in rural Pass Christian Monday, June 8, 2026 at their monthly meeting in Biloxi.  After approving eleven motions on consent agenda, the Supervisors approved a final summary change order with Southern Colonia Construction LLC for the Kiln-DeLisle Road Sewer project under the Municipality & County Water Infrastructure/American Rescue Plan Act (MCWI/ARPA).  This resolved final field qualities used, reducing the contract amount by $53,491.74.

Following this action, the Supervisors did the same for the Menge Avenue Sewer project, which reduced the contract amount by $83,214.70 and authorized the Harrison County Board President, Dan Cuevas, to execute these operations.

Finally, the board denied an appeal from a resident that wanted to stop a business permit approved by the Harrison County Planning Commission for a medical cannabis dispensary and processing facility.  The business property (Intent Holding, LLC) is located at 8027 Menge Avenue in Harrison County (rural Pass Christian) and was granted a Conditional Use Permit allowing a two acre parcel of land as shown on the site.

After deliberation, the Harrison County Board of Supervisors denied the appeal thereby approving the planning commission decision to allow a conditional use permit.  The C-2 (General Commercial) District is required to have a conditional use permit to open this facility.

After the Mississippi Medical Cannabis Act was approved in 2022, the Harrison County Board of Supervisors allowed medical marijuana facilities in certain locations but these clinics have to be licensed and only residents that possess a Mississippi Medical Cannabis Card are allowed to purchase.
