GULFPORT (GG) — After reversing a Harrison County Planning Commission approval on establishing a new subdivision off E Dubuisson Road in rural Pass Christian, the Board of Supervisors authorized three change orders and accepted the change rider for performance at the Gulfport Courthouse Monday, July 7, 2025.  The lengthy discussion about the proposed neighborhood from county residents along with increased traffic in the area due to the new Buc-ee’s led to a unanimous reverse of making a zoning map amendment from A-1 (General Agriculture) to an R-1 (Low-Density Residential).  The proposed plan was to create 23 lots on 32.77 acres.

The change orders authorized were with LJ Construction Inc. for the Firetower Road Sewer System Improvements Project, the Holliday Construction for the Herman Ladner Road Extension, and the C.B. Developers Inc. for the Pineville Sewer Project all in rural Pass Christian.  The Firetower Road Sewer Systems Improvements Project is an ARPA/MCWI project with a change order increase of $24,890 fully covered by available grant funding, the Herman Ladner Road Extension resulted in a change order decrease of $1792.55 plus adding 30 calendar days to the project, and the Pineville Sewer Project increased the contract by $19,945.00 along with 35 calendar days to decommission septic tanks and clear right-of-way to a parcel.

Before the change orders were approved, the Board of Supervisors accepted the Change Rider for Performance & Payment Bond for the ARPA/MCWI Beach Outfalls Project, increasing the bond amounts from the value of a work order to the total contract value of $3,709,336.03.  An LCNOI (Large Construction Notice of Intent) form for the Bells Ferry Project was authorized before the beach project consent thus approving five projects with connection to western Harrison County.

Finally, the Harrison County Board of Supervisors unanimously approved property usage and indemnity agreement between St. Thomas the Apostle Catholic Church in Long Beach and Harrison County for real property to be used as a voting precinct in federal, state, and certain local elections.  Prior to adjourning, the board authorized the construction of an additional parking area and the re-surfacing of existing parking areas at Pineville Elementary School in rural Pass Christian.

This was pursuant to the terms of the Interlocal Government Cooperation Agreement between the county and Harrison County School District, which Pineville Elementary is a school for.  The Supervisors will meet next Monday, July 14 at the Harrison County Judicial District 2 Courthouse in Biloxi.
