Request for Proposals
PORTAL AND GIS MANAGEMENT SERVICES CITY OF D’IBERVILLE

The City of D’Iberville is seeking sealed proposals from qualified firms or individuals for Portal and GIS Management Services. This will be an annual contract, renewable at the City’s discretion. Services will include, but are not limited to:

  • Creating and maintaining public interactive web
  • Creating, maintaining and updating quarterly all City infrastructure maps – to include all watermains, valves, hydrants, blow off valves, sewer mains, manholes, lift stations, force mains, electrical lines, power poles, underground fiber lines, gas lines, meters, phone lines, storm drains, culverts, and any other infrastructure that exists within the City of D’Iberville’s rights-of-way.
  • Updating private and public road maps as often as
  • Providing GIS user training quarterly or as
  • ESRI licensing will be maintained by the
  • Providing digital or print access to all maps to City Personnel upon request for planning, permitting, or daily administrative needs.

 

INSTRUCTIONS FOR SUBMISSION:

Firms must submit one sealed proposal containing both qualifications and pricing information. Each submission must be clearly marked with “RFP – Portal and GIS Management Services” on the lower left-hand corner of the outer envelope and addressed to

Proposals must be received no later than 10:00 a.m. on Tuesday, June 24th, 2025. Late submittals will not be considered.

Proposals should include:
Company Overview and Relative Experience
A brief description of the firm, including history and core services, along with a summary of the firm’s experience with similar projects, especially for municipal or governmental clients. Please include project names, locations, client contact information, and project outcomes.

Key Personnel
Identification of the personnel who will be assigned to this contract, including their titles, roles, qualifications, and relevant experience. Resumes or professional bios may be attached.

Technical Approach
A concise explanation of how the firm proposes to fulfill the scope of work outlined in this RFP, including anticipated tools, methodologies, and timelines.

GIS and Mapping Work Samples
Examples or screenshots of previous GIS-related deliverables, such as web-based interactive maps, infrastructure mapping, or dashboards.

Client References
Contact information for at least three (3) clients for whom similar work has been performed within the last five years. Include name, title, organization, phone number, and email address.

Cost Proposal
A detailed, itemized fee proposal including:

  • A fixed annual contract fee covering the core scope of services
  • Hourly rates for work performed outside the scope of the annual contract

* The City reserves the right to negotiate fees based on scope of work.

Portfolio and Work Samples 15 points
References 10 points
Price (Fee Table) 35 points
Total 100 points

 

Scoring will be based on a cumulative points for each Criteria Section.

This evaluation framework complies with Mississippi Code Annotated § 31-7-413(2)(a), which mandates that price must account for 35% of the total score.
